FIX:
It is not possible to dump and load SEQUENCES using the Progress Data Administration tool with a Runtime license. Even adding the -rx parameter will still not enable the "Sequence Current Values..." menu option under the Admin | Dump/Load Data and Definitions section. A development license is required to achieve this.
