CAUSE:
The exact cause is unknown at the time of this writing
FIX:
It appears that the placement of the code line APPLY "VALUE-CHANGED" TO has an affect on the APPLY "ENTRY" TO - statement.
Reposition or avoid using the APPLY "VALUE-CHANGED" seems to solve the problem.
