FIX:
1) Have Backup of the database before start this.
2) If you are migrating from Progress 8 or lower see solutions below (16610 and 20271).
3) Truncate the BI file using Progress 9 like this:
proutil <db-name> -C truncate bi
4) Convert the DB using OpenEdge 10:
proutil <db-name> -C conv910
