CAUSE:
Character base tools are not installed with the Database license on Windows, only the GUI client. Progress character interface on Windows platform would require a Character Client license (seperate) to be installed for run-time clients, or compile time license like ProVision for development.
FIX:
Contact your Progress Account Manager or Progress Customer Services to obtain license media. Then run setup.exe to update licenses and make sure that the Character Base Tools, Character Database Admin Tools and Character Runtime Client are selected during the installation.
