The Audit Policy Maintenance Tool (APMT) is indeed a Windows only tool. When the database is on a non-Windows platform auditing policies can be added in two ways:
Use the Windows based Audit Policy Maintenance Tool to build a set of audit policies which are then exported to an XML file and imported into the database via the Character Mode Data Administration utility
Use the Windows based Audit Policy Maintenance Tool to directly connect to the database and implement the audit policies
