The process cannot access the file because it is being used by another process. _ISDEL.EXE
Getting busy error on file _isdel.exe when installing Progress

FACT(s) (Environment):
Progress 9.1E
Windows x64
CAUSE:
A Windows 2003 or XP 64-bit service called "Application Experience Lookup Service" is running.
This service uses _isdel.exe and Progress install Shield also needs to use _isdel.exe in the event that the installation is backed out.
FIX:
Disable the Application Experience Lookup Service (aelookupsvc)) before installing Progress using the following steps:
1) Logged as a local admin account go to Services: START > RUN: services.msc /s
2) Find the "Application Experience Lookup Service" service and modify the startup type to disable or manual
3) Stop the same service
Exit Services and restart Services. The Startup Type will now be set to MANUAL and the STOP button is enabled. Change Startup Type to Disabled again the STOP the service.
