XML parser does not convert 1257 and UTF-8 characters correctly
The XML parser SAVE method does not convert some characters from the Baltic code page 1257 to UTF-8 correctly. The characters that cause the problem are at positions: 8D, 8E, 8F, 9D, 9E, A1, A5, B4 and FF
