proserve dbname gives 10839 on the screen and 1680 in the database log:
SYSTEM ERROR: Unable to semAdd semaphore set : semid = 6, errno = 36. (10839)
SYSTEM ERROR: Unable to kill parent process, errno=4 . (1680)

CAUSE:
Bug# OE00115000
FIX:
If using 9.1E make sure to upgrade to at least 9.1E03.
If using 10.0B make sure to upgrade to OpenEdge 10.0B03
Any later versions should already have the fix to this issue..
