SYSTEM ERROR: mtlkmux 9, holding 0x10. (3718)
A .trc file is created with the following message:
PANIC - PSR psr_env_create No mem

CAUSE:
SQL-92 servers ran out of free virtual memory.
FIX:
Make sure that there is enough memory available on the machine by:
1) Shutting down low priority processes.
2) Add additional memory to the computer.
