Using Windows authentication on IIS 6.0 (without anonymous access) access fails with http error 500
IIS W3SVC1 log file contains internal error codes: Protocol Status 500, Protocol Substatus 0, Win32 Status 87
Using anonymous access fails with http error 404
IIS W3SVC1 log file contains internal error codes: Protocol Status 403, Protocol Substatus 19, Win32 Status 1314

All permissions are being set correctly for the Progress OpenEdge installation and working directory

CAUSE:
Local Security Policy settings for "Adjust memory quotas for a process" missing NETWORK SERVICE account
FIX:
Add NETWORK SERVICE account in the Local Security Policy, User Right Assignment, Adjust memory quotas for a process.
1. Go to Control Panel -> Administrative tools -> Local Security Policy -> Local Policies -> User Rights Assignment
2. Select Adjust memory quotas for a process, look up the users that have this right, add Network Service account.
