SYMPTOM(s):
Can not connect to oracle from oracle dataserver when running a batch job
Unable to load shared library.
Above error displayed in dataserv.lg
System's PATH environment variable does include %oracle_home%\bin
Can connect with an interactive session as a system user
The batch job is run under a different system user
CAUSE:
The root cause of this problem is related to the Windows system user account that was being used to run the batch program. There is some kind of advanced security feature implemented in this Windows2003 machine which causes it to prevent programs who's publisher is not known to from running.
FIX:
Run the batch job under the system user that has no problem connecting from interactive session
