GOAL:
Why does the QUOTER function always return DATE types with a 4-digit year format?
FIX:
The QUOTER function was designed to work in a WHERE clause, or in a DUMP, but mostly in a WHERE. In order to avoid issues with 05/09/1948 and 05/09/2048 which are ambiguous depending on what the -yy parameter is, we always include the 4 years. That way, if the server is -yy 1900 and the client is -yy 1950, both versions will work correctly.
