applhelp does not fire when menu bar is active

When you are running a progress procedure, generally hitting the HELP
key (F2 or F1) causes the applhelp.p procedure to execute. However,
if you are accessing/using a menu bar in the procedure applhelp is not
executed when you select HELP.

This is accurate as of 1/23/98 version 7 -> 8.2b.
