FIX:
Upgrade to 10.1A
If upgrading is not possible then the following is a Workaround:
The ability to bring up WebSpeed Workshop from the tools menu is a convenience and this problem does not stop any other function in the AppBuilder. To bring up the workshop you can enter the URL into a browser.
Example of URL for Windows using CGIIP Messenger:
