Actuate API - Viewer or End User Desktop is not displayed

When running the Actuate API, sometimes the viewer or End User Desktop
is not displayed and there is no error message.

This can be caused by having Actuate installed on anything other than
the C: drive. The reason for this is that the API REQST32.DLL
contains absolute path references to several other Actuate executables
including:

c:\actuate\devwb\bin\runview.exe - End User Desktop
c:\actuate\devwb\bin\designer.exe - Developer WorkBench
c:\actuate\devwb\bin\viewer.exe - Viewer
