CHANGE:
Upgraded from 9.1D to 10.0B
CAUSE:
There was a product configuration change between Version 9 and OpenEdge 10 with regard to the WebSpeed Transaction Server. The Version 9 WebSpeed Transaction Server included the 4GL Client. This component is not included in the OpenEdge 10 Application Server (which now contains the WebSpeed Transaction Server). If access to the Data Dictionary utilities is required, OpenEdge 10 configurations require the 4GL Development license on the deployment machine.
FIX:
Install a 4GL Development license on the deployment machine.
