Replication license in use rather than Replication Plus

CAUSE:
Bug# OE00125830
CAUSE:
The Replication license doesn't allow client connections to a target database, whereas Replication Plus. However, the expectation is that processing would continue after the 10830 is reported, as in fact does happen when a character client batch process (_progres -b) tries to connect to the target database.
