CHANGE:
Migration to Progress 9.1D or 9.1E of Progress.
CAUSE:
The version of Java on the machine is not compatible with Progress 9.1X.
FIX:
Install JVM 1.3.1 SR6 which is compatible with Progress 9.1X. Then set JAVA environment variables accordingly.
