The second port that the WebSpeed and the AppServer brokers are listening to is used for communication with the AdminServer for -stop, -start, -q etc.
WebSpeed and AppServer brokers are communication with the AdminServer on a second port. This port is randomly picked by the Java RMI and therefore it can not be controlled.
