FIX:
Here are the steps to accomplish this:
1. Dump the incremental df (Delta.df) by running between two Progress database - Master and development
2. Connect to the schema holder
3. Select the Database type MSS under the Select working databases on the Data Administration Tool
4. When you get the prompt to connect to the SQL Server database, click yes and then click cancel on the connect screen. This is done so the MSS database type stays selected. You do not have to be connected to the SQL Server Database.
5. Load the .df using the Load utility under the admin menu on the Data Administration Tool
