FIX:
Unfortunately, at the present time, it is not possible to include the encodingStyle attribute (or any other attribute) in the soap header entries when consuming a Web Service from the 4GL.
Enhancement Request# 20051213-007 has already been entered for this so that the SOAP-HEADER-ENTRYREF object handle in the 4GL is improved to have an attribute for the encodingStyle value and possibly an attribute that takes a list of XML attributes.
