SYMPTOM(s):
can't start cluster enabled database via the Culster Administrator
Database <dbname> is enabled for Failover Clusters but it is being started incorrectly. (12468)
PSC_CLUSTER_PATH is set correctly
CAUSE:
"-cluster protected" was not in the .pf file or the startup parameters
FIX:
use "-cluster protected" in the .pf file
