Error attempting to run character client

Only Character Client license is installed
CAUSE:
Progress 8.x character client cannot be installed by itself. It is a free addon product that must be installed with another product, such as client networking.
FIX:
Install both another Progress client license, such as Client Networking, and the Character Client license.
