GOAL:
Why a procopy target can be smaller than the procopy source.
FIX:
It is expected behaviour that the variable extents of the target of a procopy can be smaller than those of the source. The procopy utility will not copy empty space from the source when it is creating the target. This can lead to a reduction in the size of variable extents. The blocks in which space is created are not empty blocks, however, but are free blocks, and are kept on the free chain. Free blocks, although empty of data, still contain block header information, and so still take up some space in the database.
