DESC: Save File with International characters

SUMMARY:
On 8.2a WIN95, NT3.51:
If you try to save a file to a network drive with international
character file name a'.p then save another file with international
character filename a`.p you will receive error.

"h:\users\username\a`.p already exists.
Do you want to replace it"

This is incorrect as a`.p and a'.p are different file names.
This works if you are saving to a local drive ..
c:\users\username\a'.p


STEPS TO REPRODUCE:

On Win95, access the procedure editor type in some characters
FILE -> SAVE
Enter FILE NAME of h:\users\username\ALT+0225 .p
alt+0225 give you an international a' character

FILE -> SAVE AS
Enter FILE NAME of h:\users\username\ALT+0226 .p
alt+0226 gives you an international a` character

You will see error:
"h:\users\username\a`.p already exists. Do you want to replace it?"


EXPECTED BEHAVIOR:

ALT+0226 is a different character than ALT+0225, you should be able
to save both characters.

FURTHER COMMENTS:

This works fine when you are saving to a local disk for Win95
but still fails on local disk Win NT 3.51 and network Win95.

There are similar problems with other characters a` a' a^ a~
and e` e' etc..

FINAL ANALYSIS:

This is not a PROGRESS problem -- it is a problem of working between
NT and Novell. The exact same thing happens when copying the files
between NT Explorer and Novell.

This is NOT a Progress problem -- but, I believe, an issue
with Novell and the version the user is using.

In the NT explorer for instance, the identical symptom occurs if you
are copying accented filenames to FS_DEV via Novell, i.e., it treats
accented a's and a as all being the same character.
It may be a matter of the locale used for the Novell client,
however, I could find a way to change the locale to a
"European" setting. It may depend on installing the localized
version for the area.
