Progress WebClient
Progress WebClient allows an application upgrade to start and run multiple times simultaneously.
This should not cause any problems to the actual upgrade procedure, but it is an annoying feature and can cause extra overhead as multiple upgrade procedures are running at the same time.
There should at least be a message saying an upgrade procedure is already in progress.
