FACT(s) (Environment):

SYMPTOM(s):
Copy and Paste to and from the clipboard replaces some characters by question marks
Copy a text from Microsoft Office products to the clipboard
Get the clipboard value in a 4GL session
Apostrophe is replaced by a question mark
Quotes are replaced by question marks
-cpinternal is ISO8859-1
CAUSE:
Windows XP codepage is 1252. ISO8859-1 does not have some characters included in 1252, Progress will replace those characters with question marks
FIX:
Set the client -cpinternal to 1252 and the database -cpinternal to ISO8859-1
