SYMPTOM(s):
Failed to create the Progress NLS handler (8933)
Error occurs on the client screen when attempting an ODBC/JDBC SQL-92 connection to the Progress database.
Error occurs when Database is started through Progress Explorer.
No connection problem when Database is started using Proserve on the command line.
Error does not appear if the databases are managed by an AdminServer that is started manually from within the Proenv with the command: proadsv -start
Error appears if the AdminServer is started as an NT Service.
CAUSE:
The problem is caused by incorrect privileges during Progress installation.
FIX:
Re-install Progress and make sure that you are logged in as a user who is defined in the LOCAL Administrator group on the machine during Progress installation
A Domain Administrator account is not sufficient if that user has not also been added to the local Administrators group on the machine.
