IUSR_<machine_name> is set correct according to documentation
CAUSE:
IUSR_<machine_name> has no permissions on the DLC folder
FIX:
Set the IUSR_<machine_name> user to have necessary permission in the DLC directory (Read & Execute).
After setting the permissions in order for these changes to take effect, the IIS related services need to be
stoped and restarted:
1. Open Windows "Control Panel"
2. Choose "Administratove Tools"
3. Choose "Services" applet
4. Stop service "World Wide Web Publishing"
5. Stop service "IIS Admin"
6. Start service "IIS Admin"
7. Start service "World Wide Web Publishing"
