Idxbuild fails with errors (9418) and (9459).
An unexpected dependency value was discovered in routine rlputmod (9418)
CODEBASE-LOCATOR attribute %s<attribute-name> is unavailable - Cannot initialize PSCSecReg.dll
Idxbuild of copy of the database succeeds without error on different machine.
CAUSE:
PROMSGS file used is for a different Progress version.
FIX:
Check the PROMSGS environment variable and ensure that the PROMSGS file in use is the correct one for the Progress version that you intend to use.
