Actuate API - roi is not displayed in the Actuate Viewer

Symptom:

When using the Actuate API to view the .roi in the Actuate
Viewer, nothing is displayed and no errors are displayed.

Cause:

This user had an application in his Windows directory, QuickTime
Picture Viewer, which is used to view images. The name of this
application is viewer.exe. The same name as the Actuate Viewer.
Because Actuate requires the use of the DOS PATH to find
executables Actuate was finding the other viewer.exe first in the
Windows directory.

Solutions:

1. Remove QuickTime Picture Viewer from the windows directory.
2. Place c:\actuate\bin in the PATH before c:\windows
