FIX:
Specifying the location of the AppBuilder Window is possible folow these steps :
1) Close all your Progress sessions.
2 ) Go to this registry entry "My Computer\HKEY_CURRENT_USER\Software\PSC\PROGRESS\9.1x\ProAB" using RegEdit
3) Modify the ABMainLocation property and set the x,y value to start up this window.
4) Modify the PaletteLoc property to the x,y value to start up this window
5) Quit the regedit session and restart the Progress session, the window should now appear in the desired location
