SYMPTOM(s):
Unable to start Replication Target after transition.
Progress Explorer and dbman will not start the database.
Attempt to start a broker with -DBService parameter on a database that is not enabled for site replication has failed. (10519)
There is no -DBService in the database's configuration.
proserve <database-name> will start the database.

CAUSE:
Bug# OE00115894
FIX:
Remove or rename the <database>.repl.properties file.
After removing this file Shutdown and Restart the Adminserver.
