SYMPTOM(s):
AdminServer fails to start in Windows 2003 Primary Domain Controller
During the installation, was selected to create the PSCAdmin group to manage the Progress AdminServer
CAUSE:
The PSCAdmin group is created as a LOCAL group to the server, but it needs to be created as GLOBAL to the Domain
FIX:
Remove the PSCAdmin group created by Progress and manually add it as a GLOBAL group.
The creation of the PSCAdmin group as a LOCAL group and NOT a GLOBAL group is intentional.
Progress should NOT be installed on a Primary Domain Controller.
Microsoft indicates that a Primary Domain Controller should ONLY be used as a Domain Controller.
The manual creation of the GLOBAL group is a workaround for this situation.
