CAUSE:
This is a Microsoft issue. When many threads are available for CGI applications, the threads may cause a race condition on the processor. This race condition occurs most frequently when the CPU is running at 100 percent and the computer is processing many CGI requests.
FIX:
Down load the Hotfix that MS article 839229 describes. Although the symptoms of this problem are different from the symptoms that article 839229 describes, the Hotfix addresses both these problems.
