Report Engine 8.2 uses Progress.ini file
The Report Engine for 8.2 uses the progress.ini file while the rest of
Progress 8.2 uses the registry. If environment variables are set
incorrectly, it will cause errors in the Report Engine but not
in the rest of Progress.
The progress.ini file can be found in any of the following directories
1. Current working directory
2. The WINDOWS directory
3. The directory that contains the Progress executable
4. The user's PATH
