How to start/stop progress database automatically using net start/stop
FIX:
1. start the admin server from proenv:
net start "AdminServer for Progress 9.1E"
2. Go to Progress Explorer, Database Properties window and check the "Automatically Start this Database when the Admin Service is Started" box
