SYMPTOM(s):
silent install of Progress 9.1E does not add all registry keys
Registry Keys "HKEY_LOCAL_MACHINE\SOFTWARE\PSC\LANGUAGE\9.1E\CharacterSet_Collation_Case" and "HKEY_LOCAL_MACHINE\SOFTWARE\PSC\LANGUAGE\9.1E\DefaultCountry" are empty after a silent install
CAUSE:
This is a known issue being investigated by Development.
FIX:
Workaround: manually add the registry keys after a silent install
