FIX:

The Adminserver itself is not cluster protected. In other words it does not register with the cluster adminstrator and will not failover and automatically restart.
The databases have to be cluster enabled prior to starting the adminserver with the -cluster parameter. After starting the adminserver with the -cluster, you then add\configure the databases via Progress Explorer with the check mark for starting database in cluster mode. You then change the .pf file for the databases to point to the conmgr.properties file to pickup the servergroup information.
The databases will autostart after failover. Once you start the adminserver after failover, it should be able to pick up the databases and manage them.
