As Dynamics in OpenEdge10.0 has new functionality based on the core product then it is not possible to directly compare Dynamics 2.1 and 10.0. For example, there are new datatypes in 10.0 which may be incorporated into Dynamics at some stage, such functionality cannot be introduced into Dynamics prior to the OpenEdge versions as the functionality is not in version 9 of Progress which Dynamics 2.1 is based on.
