CAUSE:
Microsoft HTML Help V 1.4
FIX:
1) That message can appear if the language is NOT one of: English, French, German, Dutch, Spanish or Brazilian Portuguese; and 2) that message can appear if Progress has not already installed the MHH, or has a later version. If the customer's issue is not language related, they can work around it by creating a registry key: HKLM\SOFTWARE\\PSC\\MHH\9.1D.
