msvcr70.dll is in %dlc%\bin\system directory
msvcr70.dll is not in c:\windows\system32 directory

OpenEdge 10.x
CAUSE:
Admin service depends on msvcr70.dll but this dll is not in c:\windows\system32 which is the standard search PATH for windows to locate dll's
FIX:
Copy msvcr70.dll from %dlc%\bin\system directory to c:\windows\system32 directory
