CAUSE:

Due to the bistall in force, the operations that the bi file must go through during shutdown cannot be carried out. Progress enters an emergency shutdown, and then goes to an abnormal shutdown due to the 5028s. The latch IDs mentioned in the 5028s will be latches 1 and 4, both associated with the bi -
