FIX:
No. WebClient by design will present the end user with an upgrade option when there has been an update to the application.
You can define the application as mandatory, so the users will be forced to upgrade, but the dialog box will always be displayed.
If the user checks the toggle box "Don't ask me this again until a newer version is available", they will not get the upgrade option until another update has been made to the application.
