CAUSE:
Wrong JVM version used. %DLC%\jre\bin\java -version shows that Java HotSpot build 1.3.1_12-b03 was used
FIX:
Download "j2re-1_3_1_10-windows-i586-i.exe" from Sun. Install it and
replace JVM version Java HotSpot build 1.3.1_12-b03 with supported JVM version 1.3.1_10 by replacing the %DLC%/jre directory
with the jre directory from JRE version 1.3.1_10
