FIX:
The Progress v9 DataServer for ORACLE does not support the BLOB data type.
The OpenEdge 10.0B DataServer for ORACLE is the first product to support the BLOB data type. An upgrade to this or later would be required to make use of BLOB functionality with an ORACLE dataserver.
The 10.0B README indicates -
