GOAL:
Is there a way to prevent WebClient from not prompting the end user with an upgrade option?
FIX:
No. WebClient by design will present the end user with an upgrade option when there has been an update to the application. If the user checks the toggle box "Don't ask me this again until a newer version is available", they will not get the upgrade option until another update has been made to the application.
