There are available servers for user connections and getting Error 704.
** There is no server active for database <database> on -H <hostname> -S <servicename>. (704)
Databases ares configured for many more remote connections than they are able to get when 704 error occurs.
FACT(s) (Environment):
Progress 9.x
Client connects to multiple databases.
Promon report shows all servers are active but many of the servers in the middle of the range show zero current users and zero logins.
Multiple broker configuration is using default port range.
Host machine has multiple nic cards.
Only one is active.
When brokers are configured to have unique min / max port ranges everything works.

CAUSE:
Bad NIC card.
FIX:
Replace bad NIC card.
