FIX:

When a file is submitted to a WebSpeed application, the contents of the file are sent to the web-server/messenger. The messenger will then send the data to a WebSpeed agent. The data stays in the memory up to the moment it starts to be written to the actual file.

The agent does not change its status to 'busy' until after the file is uploaded to the directory, which is when the agent starts processing the procedure invoked by the request, so even though the agent does not show up as busy, it was already connected by the messenger, and it is waiting for all the data to be transferred by the messenger.
