SYMPTOM(s):
Can not connect promon to an Oracle schema holder
Promon connects to a database instead of the intended schema holder
CAUSE:
In this case there was a 2-node cluster. The schema holder was started from node-A and promon was looking for the schema holder on node-B.
FIX:
Run promon against the schema holder on the correct node.
